On September 1, 1947, a branch office of the Watch Tower Society was established at the missionary home on Signal Pagoda Road, near the heart of the city. Robert Kirk was assigned as branch overseer.

The branch office was transferred from the missionary home on Signal Pagoda Road to a large upstairs apartment on 39th Street, a secure area housing several foreign embassies and just a three-minute walk from the general post office.
