In 1935 the brothers moved the branch office from Maribor, Slovenia, to the Yugoslav capital of Belgrade, Serbia. Franz Brand along with Rudolf Kalle were given oversight.

So that the work might continue, a small publishing house under the name Kula stražara (The Watchtower) was opened in Belgrade, and the meetings continued in private homes.
